Safety-net Call Center

This center provides consultation and support for those with difficulties handling everyday living and those looking for a job as the initial general welfare consultation service counter, and also provides information on various support programs and specialized institutions.

  • Consultation for independent support for those having difficulty in everyday life and public financial assistance for everyday living
  • Employment consultation
  • Programs for low-income earners and those who have left their jobs (includes support loans for students taking entrance examinations)
  • Housing benefit (rent subsidy) program
  • Recluse countermeasure program
  • Suicide countermeasure promotion program
  • Crime victim support program
  • Single-parent families support program

Public Financial Assistance for Everyday Living

The goal of public financial assistance for everyday living is to support people’s independence when there is a reduction of income due to illness, old age, unemployment, or divorce, by providing the minimum level of financial security according to the level of need. If the assets and income of an applicant are lower than the minimum amount of expenses designated by the national government, the difference can be provided.

Handbook for the Physically Disabled

This handbook is useful when a person with a physical disability takes advantage of various support programs and services. Disability levels are categorized from levels 1 through 6.

Eligible Disabilities

Visual impairment, hearing impairment, balance disorder, vocal/language disabilities, chewing disabilities, disabled limbs, heart disabilities, kidney disabilities, respiratory disabilities, bladder or rectal disabilities, small intestine disabilities, immunity deficiency, or liver disabilities
Application for Issue:

  1. Designated physical examination by a designated physician
  2. One photo (4 cm long × 3 cm wide) taken within the past year without a hat and showing the face and shoulders.
  3. Please bring your personal seal and other documents to the Persons with Disabilities Welfare Division on the second floor of the City Office.

Ai-no Techo Handbook for the Intellectually Disabled

This handbook is useful when a person with intellectual disability takes advantage of various support programs and services. Disability levels are categorized from levels 1 through 4.
Application for Issue:
Those under eighteen years of age: Hachioji Children’s Consultation Center (Tel: 042-624-1141)
Those who are eighteen years of age or older: Tokyo Metropolitan Welfare Center for the Physical and Intellectually Disabled (Tel: 03-3235-2963) or its Tama Branch Office (Tel: 042-573-3311).

Health & Welfare Handbook for the Mentally Disabled

This handbook helps those with mental disability lead independent lives and be a part of society. Disability levels are categorized from levels 1 through 3. Please call for more information on application for issue.

Allowances for the Disabled

The following allowances are provided for handbook holders if designated requirements are met:

Welfare Allowance for Physically/Intellectually Disabled Children (Tokyo/Hino city program)

This allowance is provided for those who live at home and have a Handbook for the Physically Disabled (levels 1 through 4, and those who have cerebral palsy or progressive muscular atrophy), or an Ai-no Techo (levels 1 through 4), or those who receive a subsidy for malignant disease treatment (excluding initial application for those who are sixty-five years of age or older). Income restrictions apply for those who are twenty years of age or older.

Welfare Allowance for Disabled Children (national program)

This allowance is provided for those who are under twenty years of age, living at home, and always need nursing care. Income restrictions apply.

Special Allowance for the Disabled (national program)

This allowance is provided for those who are twenty years of age or older, living at home, and always need nursing care. Income restrictions apply.

Allowance for the Seriously Physically or Intellectually Disabled (Tokyo metropolitan program)

This allowance is provided for those who live at home, have a serious physical or intellectual disability, and always need nursing care (excluding initial application for those who are sixty-five years of age or older). Income restrictions apply.

Special Childrearing Allowance (national program)

This allowance is provided for parents/guardians who are raising a child under twenty years of age for whom the following conditions apply. (Income restrictions also apply.)

  1. A child with an Ai-no-Techo levels 1 through 3 or a Handbook for the Physically Disabled levels 1 through 3
  2. If a child has serious schizophrenia, manic-depressive psychosis, epilepsy, kidney/liver disease, heart disorder, blood disorder, or respiratory disorder

Daily Living Support for the Disabled

Various services are available to support disabled children and those with malignant diseases. There are requirements for receiving authorization and benefits. Please call for more information.
